Norm...here's the funny part about those laws...
When you paint a car, 20% of the paint is base coat, 80% is clear coat.
The base coat is water based but they've never invented water based clear that works & so even in California, 80% of all auto paint is still the same as it was 75 years ago.
Actually...I'd hazzard a guess that it's considerably more toxic now than the days of enamel & laquer.
