If your number one piston is set at tdc on the compression stroke then the valves should be closed. If they are open something is wrong like the timing chain jumping a tooth. The sure way is to check the two timing chain gears and see if the marks line up. Timing chain cover must be removed. Last resort im my book. Try the other suggestions first.
