Might check for a compression release being open. Some tractors have a compression release to get the motor spinning fast in cold weather and then when you shut it you hit full compression at full start speed to help get things going. I personally wouldnt spray ether into a diesel system with a glow plug unless its a manual on and off. You would run the risk of blowing something up. My JD tractor and has manual preheater in the intake. Your glow plugs may be automatic or you may need to push a button or turn the key the other way to cycle the glow plugs. On my old 6.2 GMC diesel the glow plugs would pull a lot of juice so you should be able to tell if they are cycling by the amount pulled off the electrical system. Maybe turn the lights on to see. On cold days I would let the plugs cycle 2 times before even turning over the old 6.2. They would cycle 1-2 more times after that when it was running.

MY JD tractor likes the preheater for 15 seconds and then usually after it hits and starts I dont have to use it again.
