I registered my WC4 in Grass Valley this summer. I weighted it on the way. It was not running and I left it on the trailer across the street. I filled out the paper work and verified the serial numbers. The guy didn't look at the frame numbers at all. I had the title transfer and bill of sale papers only.
Except for the long line it went well.
