3M had a process much as you describe. I used it about 12 years ago to make some ID plates. 3M sold Aluminum Sheets 8x10" and larger that were covered in different colors. You would take a picture of Artwork and print it on clear stock. The a UV light source was shined onto the Aluminun sheet with the clear artwork print on top of it. After a given period of time, it was developed. The Letters (Artwork) stayed as the color on the aluminum, the rest was etched away to bare aluminum. Finally a sheet of clear UV resistant material covered the aluminum plate.
I have not used it since, but I bet 3M still makes it. Google time ha ha
