I put a big glob of silicon sealer on my valve stem before I aired up my tires. As it pressured up, the silicon squeezed out making quite a mess, but sealing up the tire well. Wipe off the excess and your wheel should be waterproof. I don't see how the rings can leak that much. Mine are rusty 55 years later, so I think they should be ok after a clean/repair job.
