It goes as far as some sellers listing items for $0.99 with $130 shipping, when shipping should be no more then $20 on that item.
E-bay considers that fee avoidance, and if they catch you they will pull your listing.
I doubt the price points that you are talking about will get you caught up in a sting, but it is good to know how things work.
I get complaints about my shipping, and my profit margin on shipping is $0.00. So no matter what you do, someone will want it shipped for less. Since people should look at total costs anyway, and E-bay just added that option to their search, do whatever you need to so your items sell.
When I buy I accept that some people are making a profit on their shipping, if it is reasonable I let it go if the item price is good. If they want $20 to ship a book that should cost $7 to ship with good packing materials then I just pass the item by. Though if it super rare, and cheap I may buy anyway.
