Gas Tank straps location?

Do the upper gas tank straps go above or below the cross supports? I currently have them on top, but will have very little, if any, clearance for the bed crossmember. Now I'm wondering if they go under the supports. If I put them under, there will be very little clearance, if any, for the gas tank spout to clear the frame.
