Try lifting the boot (dust cover) and see if the lever has rotated due to a worn pin. That could jam it. You should be able to see a groove in the ball on the lever, on the right side. The pin goes into the groove in the ball. If it doesn't line up, maybe you can un-jam it by using a pipe wrench or vise grips to rotate the lever back to proper 'clocking'. I just replaced mine- it had a too-small pin tack welded in. I used the butt end of a drill that was a "press fit" (medium hammer, whacked it in there good). The wrong one was 5/16", the right one was a 1/32 bigger? A drill index is a wealth of tough pins. Just grind it all around, put it in the vise, and snap it off with a whack. Put the shortened drill back into the index. Tap the clean butt end inwards, and grind off what sticks out. Don't drive it in too far, or things will lock up again.

Otherwise, there may be a problem with the "interlock pins" that go between the shift rails (rods). It may be stuck in two gears. It would need to come apart to see if it is fixable.
