I didn't know about the gun emplacement near P.A., but that makes sense. They were definitely afraid of an enemy fleet sailing into Puget Sound. The guns at Ft Ebey on Whidbey Island pointed due west down the straight so anybody inbound would be sailing right into the barrel, as it were. As far as I know, there's still a submarine detection magnetometer cable array under the straight off of Neah Bay. It passively detects big hunks of iron passing overhead based on the way they distort the Earth's magnetic field.
I suppose the old gun emplacements you used to poke around at are now million-dollar condos. I went back to some of my old childhood haunts south of Seattle a little while ago, and most of the trails through the woods that we used to take to get to the beach are now fenced off or posted or have humongous mansions on them. Some of the new people even try to post the beach as "private", but under State law there are no private salt-water beaches.
