That's where my above post about "authority having jurisdiction" comes in. Some places make you use all locations specified in the code that are available for a grounding electrode. Most common are building steel, water pipe, ground rod, concrete encased electrode ie: rebar in footing. Gas piping is not permitted to be used as a grounding electrode, but may be bonded to ground if it is likely to be energized.
