Here in Iowa it is gearing towards state certification where before it was common to have a jouneyman license from Des Moines be good for most of the state. You need at least a jouneyman license to work for an electrical contractor, unless going through an apprenticeship program. Also someone needs a master's license to pull any permits unless it is an home owner, where they are required to take a "home owner test" before issued the electric permit.
