On my 42 Dodge, some rusted on bolts were in such a location that damage to adjacent parts was a certainty with removal by force methods - and difficult to get any kind of penetrant onto the threads. A Dremmel tool with a reinforced cutting wheel will remove almost any bolt or nut given enough time (and buying the little cut off wheels). I have cut through bolts that required cutting from both sides because the diameter of the bolt exceeded the radius of the cutting wheel, but the little tool did it - and no damage to surrounding parts.
