You might be right.

I always tackle this job by just calibrating the sender travel and gauge reading off the truck, so i've never fitted anything like a resistor.

The '40 VC 3 I'm doing now has the older style fuel gauge with two circuits which go out of balance according to the float position - this'll be fun.
