I have even had that trouble with a set I got from Snap-On.

The smallest tubes are more problematic than the larger ones. On small tubing, sometimes the flare is not concentric with the tube and you have to cut it off and do it again.

Also, remember to have the flare nut on the line before you flare. Don't ask me how I know this....
