You may be experiencing Carb Icing. Check your exhaust manifold heat control valve. It may be rusted (stuck) in the fully open position. With it not working freely, the intake manifold can run cool or cool down and Ice Forms around the throttle plate. This can be noted as you come down the long hill with the carb plate closed, the ice forms and
blocks the throttle plate and air intake.
Since we are cooling down and air is moist, this comes to mind first.
