Joe, this is a blind chamber that connects to nothing. It's a horseshoe shaped opening on the face of the head. The chamber surrounds the upper part of the exhaust cross-over and runs back into the head right up to the wall of the exhaust port that the cross-over is open to. On a stock intake it may be used as Russ Roth mentions but it's sealed off from everywhere except where you see it there in your pic. I have heard of complaints of water getting in there and boiling back out, bringing accumulated junk/rust with it, thus making for a dirty area around that opening. This can be planned for during build time by filling with aluminum or some other filler.
