FFPW 'PCV' valve question

I seem to have an erratic idle, like the PCV valve is sticking. So I took it apart for cleaning. The one moving part has a hole through it, an 'idle bleed hole'? Is that normal, or a field modification? Or was there a 'guide tip' riveted into the end, now missing, leaving the hole? Anybody got a pic?

Modern PVC valves close completely at idle, no bleed hole needed...
