Sounds like the NFL, where you have to pay a "license fee" that then allows you to then pay for the season tickets, etc.
As a long time former resident of Virginia, I know they have terribly bad traffic and thus road needs. I just wish politicians were more honest in the ways they generate the money.
Here in Maryland, our new left wing democratic governor is already talking higher taxes.
