Federal BLM areas would be an alternative. I'm not familiar with central California.

But do we need OFF hiway areas? We don't usually leave the dirt roads, except for the 'play area' with the mud hole and the teeter totter. Would any campground suffice? Or like the rallys back east, some ranch?
