Oil leaches into every joint, no matter how tight. Unless you use a sealant. Whatever the washers are soaked in, it seem like oil. And it may prevent the corrosion, but I just don't think it helps make a better connection.
The stuff used on aluminum wires is a silicone compound, not an oil. Perhaps washers soaked in something beside oil would help.
I'm wondering about plastic bolts. They shouldn't corrode, but are they as strong as steel?
I just looked on a galvanic series chart. 430 stainless is close to lead. Brasses and bronzes are pretty close too. Nickel would also work.
