OT: A Question for those in KY

After a few moves in my life (MO, PA, MI, IL). I've come to the realization, that there is no perfect state government when it comes to vehicles.

In Kentucky:
Is there a Mechanical Vehicle Inspection? I assume there are some metro areas that require emissions testing.
Are the Vehicle/Personal Property Taxes (yearly, not sales tax)?
Are Vehicle registration fee's high?
How expensive is it to license a Trailer there? In IL it Sucks! MI was great.
Any other issues I one should know about?
