I would check the brake lines. My M37 has steel lines except for a short rubber line in the rear. Just like a hardened artery, the rubber line let the pressure pass through to apply the brakes, but wouldn't let the pressure release. It got so bad, they finally locked solid and I had to get the truck towed home for new lines. We replaced all of the lines, thought we had it fixed and one test drive later, I was on the phone for a new,stainless steel-lined master cylinder. Now the brakes are good, but the batteries need to be replaced. And so it goes.
