Hi Eric: To me, The CAL makes it looks like an arbitrary (but likely sequential) number assigned to an engine by the Calif. DMV, perhaps back when vehicles could be titled by engine rather than (or as well as by) chassis VIN. The N in front may be for "N"umber and prevents someone from altering the assigned VIN by adding one or more numerals up front. And I came up with all this without even cracking a book! Hope it may help you a bit. ;)
