I figured it wasn't a gearing ratio problem, right after I asked the question. Sometimes asking aloud gets your brain working.
Since the differential between the indicated speed and the radar speed is constant (5 mph) regardless of actual speed, it seems that the speedometer head is probably off by 5 mph.
The radar device is calibrated to +/- 1 mph, according to SIPD Chief Jim Read, a man who can appreciate an old truck.
So, is a speedometer that is off by 5 mph fixable? And by whom?
