The sleeve is not affixed to the bolt, everything just gets rusted together. The ones I got apart, I burned the head off, burned the nut off, hammered the sleeve out of the rubber insulators, then heated the sleeve red hot and drove the remnants of the bolt out of the sleeve. Then I had to repair the rusted out floor boards. Reverse order for re-assembly. ;)
