Measured Not connected to the TPS:
Top Wire is Supply, 5 volts to ground.
Middle wire is Signal, 1.35'ish to ground.
Bottom wire is Ground and small trickle (.01) of voltage to ground.

Measured connected to the TPS:
Top Wire is Supply, 4.98 volts to ground.
Middle wire is Signal, 1.36'ish to ground.
Bottom wire is Ground and small trickle (.01) of voltage to ground.

However if I connect the TPS while energized, it does cause the injectors to fire, so even though I can measure some voltage not connected it's not getting a signal.
