Otherwise you couldn't open the vent until the window is down, nor close window first, without rolling it down again to close the vent.
I just assembled my doors this week. Been two years since I took them apart. So a couple hints: Getting those rollers on the regulator into the tracks on the window was easy, once I made a tool out of a strip of sheet metal. Make the strip about 1 1/2 inch wide, 6-8 long, and cut a 1/2 wide slit in the end. Make the slit about 1 1/2" too. It makes it a lot easier to get that damn spring roller out of the way so you can get the gismo on track. Do the roller in the middle first, then the one on the end. Then, put yhe limit screw/stud in the end of the track or the rolls will come undone about 9 times before you can get the window into operation. The limit screw is 1/4" with a cylindrical head about 1/2" long.
I hope I saved you some of the aggravation I went through... My hammy fists made it rough to work inside the door.
