You should be able to see if the sliding dog is going fully into the slots in the drum. If so, you are engaged fully. Mine had that problem, full engagenent but unable to lock the handle into the hole in the bracket. I shimmed the bracket over to work. Burrs or wear grooves on the shaft can prevent the slider from going where you want it to go.
