Wet or dry refers to a fastener threads when tightening ( torqueing). Wet can be from Lubrication, thread lockers, sealers etc. Wet or dry changes the K Factor in torque formula.

Go to the link below and download the
"Fastenal Technical Reference" The section on Torque explains the K Factor and how it effects ( changes) depending on Wet or dry. The reference also contains probably all you will ever need to know about Fasteners ie Nuts/Bolts and joints.
