Jerry, the "width" is the section width of the tire which is about halfway between the edge of the rim and the edge of the treads. This width is wider than the rim. With "low profile" tires like 40's or 50's, the sidewall is short, and it requires that rim width be closer to the tire width since there's not enough room for the tire to "widen" out to the section width and the bead fit correctly.
