Ugg, First number is tire width in mm. Second number is related to the height of the tire. Third number is rim diameter.
If you want to know the width of a metric tire in inches divide the first number by 25.4 it's that easy. (350 divided by 25.4 = 13.77")
If you want to know the tire diameter multiply the first number by the second number as percent - 350 x 50% (to use your numbers) double the result then divide by 25.4 to bring it back to inches and add to the rim diameter.
