(1) get a big garbage can or an old bathtub and use the electrolosis method to zap the paint and rust .
(2) pressure wash the fender and wire wheel as much of the black loose rust off as you can.
(3) repeat step 2 until the metal is clean .
(4) repair as necessary .
(5) paint with epoxy - I used industrial zink epoxy on the fenders and sealed it with PPG epoxy . Top coat to come.
(6) reenstall the fender braces that you removed.
I turned the fender on its edge and let some paint run into the fender bead.
