Carburetor Help Needed

I am rebuilding the carb on a 62 PW with a Carter BBS carb, because it tends to sputter under load. I don't think the accelerator pump was together right, and I don't know how it goes back together. Does the little spring that goes in the #2 groove go inside or outside the bowl? Thanks
