The frame extensions are indeed to make room for the Braden MU-2 winch. The extensions for the 251 powered Power Wagons (WM300s from 1961-1968) are about 2" longer than those for the earlier Power Wagons with 230 engines.
They will "interchange", meaning they will bolt up between 230 and 251 powered trucks, but the bolt holes for the winche won't line up. I mentions this because 251 extensions are extremely hard to find, and it is possible to modify 230 extensions to work on a 251 truck. I've done it, and they look factory.
