Thermo Quad Flooding

I have a 360 HP in my 79 power wagon. The motor is out of a 74 cuda. Well anyway I bought a 850 thermo quad for it and it wont even start I took the carb off and gas was laying in the intake lots of it. Could it be that this may be a big block carb and wont work on a small block? I dont know to much about these things. Any help at all would be a great help!! Thanks
