That's wierd. I don't see how it could just fall out. Maybe it rusted apart into little pieces or somebody had the manifold apart before and broke it off trying to get it to move and then just threw it out? In any case, if the heat riser flapper is missing, the carb is likely to get too hot. The flapper, when it works right, when it's open actually diverts some exhaust up under the carb, so to that extent, having it missing means the carb wouldn't get as hot as it would if thee flapper was intact and was all the way open. But on the other hand it also would never close off the passages, keeping the carb cooler when the engine is hot. All in all, you probably have sort of a "medium" setting, depending on how much soot is clogging up the passages, and if you're happy with the way your truck is running (no icing in cool damp weather and no vapor lock in hot weather), then there's no need to do anything with it. But if I had it all apart anyway, I would make a new flapper for it and get the shaft working freely, even if I just had a manual summer/winter setting for it. It's an easy fix at this point.
