Correct, and jack knifed big rigs are also the most common type of big rig accident....= )
I have towed a 5,000 lb travel trailer over 6,000 miles behind a Jeep CJ, dual axle brakes and Prodigy brake controller, all without a problem (but not without a hitch!)
But I would not flat tow another vehicle behind the CJ, the dynamics of a flat towed 4 wheel vehical is completely different than a trailer. A pre-tow test, proved to me that it was going to be lunacy. Flat towed another CJ, at 25 mph, initiated a 90 degree turn with only half applied brakes, it started to jack knife immediately. Tried several other vehicles, only this set-up worked, with the CJ out weighed by the tow vehicle, 2.5 to 1.
