I don't think I've seen "12 volt" fuses. Most small glass cartidge fuses are either rated 30 volts (all automotive types) or 250 volts (line voltage types). In a pinch, you can safely use a 250 volt fuse in an automotive circuit, but you should never do the reverse. If you use a low voltage fuse in a line-voltage circuit, sometimes if the fuse blows very quickly it will coat the inside of the glass tube with metal which will continue to conduct electricity.
