Is that loaded up heavy? I would imagine 2000-2200 would be the sweet spot. Anyone have a graph on the new diesels? The good thing about the Cummins is its flat torque curve. You have the same tork thru a wide area of rpms which allows you to lug it some at a lower rpm and still pull. Built heavy enough not to hurt rods and bearings like a gas engine would experience over a length of time. But like any engine theres a sweet spot in the tork and HP curve and thats where it really should be when working hard to get the best of everything. You can really see this with my 95 Ram and the 360. It does better pulling and fuel mileage by just shutting the OD off when you are pulling heavy, Everyone is so uptight about fuel mileage they think having the OD on is the best thing and its not always the case. You may be spitting for fuel into the Cummins cylinders to keep it spinning/lugging at a lower RPM then just running it a little higher up and letting it do its job.
