The key with using the fork truck at or near its limit is to pull the truck out from under it, instead of backing the fork truck away from the bed. Then, very gently set it down on the ground. Most fork trucks have hydraulic power to lift 2-3 times what the counterweights will support. But when you try to move them, the acceleration will cause them to lean forward and be unstable.
The other alternative is to add counterweight. When we were building the factory in China last year, a couple times we had 15-20 guys piled on the back of the forklift hanging on each other to keep the rear tires on the ground. OSHA would have had a cow!
