I've got an 05 that I bolted an NV4500 to...no problemo. They aren't as complicated to make run as you think...Once you have fuel, only 2 of the wires coming from the truck harness are needed to make that engine run. One to constant 12v...one to ignition. Then send 12V to the starter & she'll go.
Then there's a few other tricks to make them run properly but basically they're just like anything else...the first time you play with them they're a headache but the second time it's a breeze.
I do agree a 12V is the way to go for ease of install but there's nothing too tricky about these.
If you have that engine sitting in a frame...for a couple hundred dollars Cummins will make you a harness to make it run.
Making an electronic speedo work...no idea. I would never want one!
