Back when Dodge release the 94 RAM's, Mexican management demanded that they also release the 2 ton and Ramchargers as Dodge was the truck in Mexico and they would loose a lot of customers with out them. NA refused, and the management in Mexico, being more independent (as is was most Mexican branches of Companies) decided to design, tool and build it them selves. In doing so they built some great looking trucks, however they did not meet US regulatory requirements. So they sell well in Mexico, but can't be sold in the US.
On a few trips there I kept my eyes out, hoping to find a Ramcharger that had a wrecked front end. Then I'd have to figure out how to get it to the US and put the rear section on a US RAM to have my self a new'er Ramcharger.
