Here in Evanston, WY is a 2X4 truck frame with 5-lug Budd wheels, but they are definitely not Dodge wheels. They do look like they would bolt right up to an M-37 or Power Wagon. Would this be some type of '40s IHC truck? I'm sure this truck isn't a Ford AA, it's much beefier than a AA.
