Yes, you will need a starter for 1994 up to 2000. A Dodge Diesel Starter for 1989-1993 will NOT work, in a 1994-2000 set up. Its clocked different in the flywheel housing adapter and the starter drive gear will not engage the flywheel. Its a shame, because the early starters give more clearence between starter and frame.....but thats life ha ha
