reg. a truck in cal.

my question is ,what do you need to reg. an old wc in cal. the info i have is an old reg.to the truck the inside data plate showing the serial no .the vin and serial are two diff. nos. and that seems to be a problem to its future owner.i am not able to find the vin no. on the frame,any other place where i might be able to find the vin no.if not located can this truck be reg. in cal, by using an old reg.and the serial no thanks for your imput steve
