front shock mounts

in removing a frt axle i noticed the upper shock mount bracket sticks up 2-3 inches above the frame(bolt on similar to rear) most i have seen are center frame? this pw has a winch,did they have a different shock package or is this a cob job? or vary from year to year? makin head way tim h!!!
