All the seats I've messed with have been held on with hog-rings, those heavy wire loops with the sharp ends. Really cheaply cast pliers with grooves on the jaws crimp them on, you'll need nippers to cut them off. Home depot probably has them, if not the ranch and farm supply. They are used for chain link fence as well as retaining pigs.
