WDX Carburator Problem

Anyone out there want to field this one? I have a problem with my WDX. My truck is completely stock including the carb. The thing accelerates fine, but once I get up to top speed the thing surges very badly. I thought that the govorner was suppopsed to prevent this. Can any of you guys point me in a direction to look as to what the problem might be?
