Fishplating frames...

What's the consensus on fishplating truck frames? I've always thought it needs to be bolted in place along with skip welding, but I discovered a stencil on the inside web of the truck frame that states "no drilling holes in web of frame". I would assume that is because any holes in the frame web would weaken it. Thoughts?
